I always thought ankle-biter just meant someone short. But Frodo actually grabs Sam’s foot when they are playing and Sam has to spin around on three legs to get him back. Haha 
Also, Sam likes to keep his toys outside and Frodo likes to bring his inside to put in his kennel. So all day they steal them from each other and move them in and out.
